New York Natural Refrigerant Demonstration Program
Supporting the transition to climate-friendly refrigerants in New York StateProject Highlights
Future Opportunities
Program Overview
In 2022, the New York State Department of Environmental Conservation (DEC) launched a Natural Refrigerant Demonstration Program. This initiative provides financial support for food retailers to fully or partially transition existing stores to climate-friendly natural refrigerants. Facilitated by the North American Sustainable Refrigeration Council (NASRC), the program is available to food retail facilities in NYS disadvantaged communities that use high‑global-warming-potential hydrofluorocarbon (HFC) refrigerant systems.
To date, a total of $675,000 has been provided to support 4 projects that demonstrate a variety of approaches to transitioning existing facilities.

Project Highlights
Below is a summary of the four projects that have been funded to date under the program. These four projects were supported by funding provided from the New York State Environmental Protection Fund and administered by the New York State Department of Environmental Conservation. *The reported GHG emissions reductions (MTCO2e) are based on the 20-year global warming potential (GWP) values.
ALDI – Buffalo, NY
Project Description: This site fully replaced the existing HFC system (R-407A and R-404A) with a new CO₂ transcritical system (R-744).
Funding Awarded: $225,000
Installation Year: 2024
Technology Installed: CO2 Transcritical System
Emission Savings: 6,000 MTCO2e*
“At ALDI, we’re taking tangible steps to support a healthier planet without raising prices so consumers can feel good about shopping our aisles. We are transitioning to environmentally friendly natural alternatives across all of our stores by 2035 that will not only keep products fresh, but also reduce nearly 60 percent of potential carbon emissions each year. As ALDI continues to grow, we are committed to making sustainable shopping affordable and accessible to everyone.“
– Dan Gavin, ALDI
Walgreens – Islandia, NY
Project Description: This site completed a partial conversion by replacing its Medium Temperature and Low Temperature existing HFC condensing units with new CO2 condensing units.
Funding Awarded: $96,494.99
Installation Year: 2023
Technology Installed: CO2 Condensing Units
Emissions Savings: 2,000 MTCO2e*
“Walgreens is committed to staying at the front end of sustainable solutions. This project and similar projects completed in other parts of the country are a demonstration of our commitment to our roadmap for implementing lower global warming potential refrigerants and enhancing development of maintenance labor competency through commercialization and adoption of new technology.“
– Greg Sisk, Walgreens
Key Foods – Bronx, NY (White Plains Rd.)
Project Description: This site removed a low-temperature HFC rack serving 40 doors of frozen food and replaced it with R-290 self-contained air-cooled cases.
Funding Awarded: $178,505.01
Installation Year: 2024
Technology Installed: R-290 Self-Contained Cases
Emissions Savings: 2,000 MTCO2e*
“I would like to thank the NASRC, DEC, and Empire Refrigeration for their support of our Store’s ongoing efforts to meet the amended regulations. And, although the regulations may not require the replacement of existing equipment, the practical realities of running a grocery store often require otherwise. Our new, low-temp R-290 cases are sleek, quiet and an efficient replacement of our HFC-dependent frozen food cases. A great option that would have not happened but for the confluence of circumstances only made possible through this program. There are no one-size-fits-all solutions to every refrigeration challenge facing long-serving, inner-city-based stores, which typically have a patchwork of legacy systems. Even projects like ours had additional costs not covered under the generous grant. So, for many independent grocery stores serving income-sensitive communities, the best hope may lie with similar collaborative projects.“
– Salvatore Bonavita, Key Foods
Key Foods – Bronx, NY (Tremont Ave.)
Project Description: This site had previously replaced a portion of the store’s cases from a DX HFC remote rack to R-290 self-contained cases. The funding helped them replace the remaining portion of the low-temperature cases with R-290 self-contained air-cooled cases.
Funding Awarded: $175,000.00
Installation Year: 2024
Technology Installed: R-290 Self-Contained Cases
Emissions Savings: 2,000 MTCO2e*
Future Opportunities
The NYS DEC and NASRC continue to partner annually to offer funding through a demonstration program. Additionally, NASRC is collaborating with DEC to support the rollout of a larger funding initiative aimed at providing financial assistance to food cooperatives, food banks, and other nonprofit food retailers in disadvantaged communities to complete full or partial transitions to natural refrigerants.
If you are considering starting a project, NASRC can support project scoping and technology selection at no cost. Contact us to learn more about funding opportunities and secure funds.
